11.5 is a safe and basically the standard of a pump gas evo when youre flooring it
Cruising afr is about 14.7
spool up is the afr transition from cruising to wot (wide open throttle).
typically itll taper richer and be between a 12.5 down to 11.5 (or whatever the afr is set to)
The thing about tuning is everyone will have different numbers and different feelings about whats right so thats your decision as a customer who to trust with their car.
In my situation I give options where ever there may be one regarding afr, boost, how aggresive. That way the car is setup to your liking, some like a very aggresive ***** to the wall tune, while others very a nice increase of power but dont want to be where near "aggresive"

Not quite that simple... Boost level, knocksums, cylinder pressure, octane, mivec advance, ignition timing advance all have to be taken into account. Furthermore a good tuner taken into account how the car will be primarily used such as road race, autox, drag race or street performer.
