Powerful Hurricane Frances Moves Closer to Caribbean Islands

MIAMI -- A well-organized Hurricane Frances pushed closer to the northern Caribbean with 135-mph winds Sunday, and tropical storm watches were issued for several of the Leeward Islands.

At 5 p.m. EDT, a tropical storm watch was issued for St. Maarten, Anguilla, Barbuda, and Antigua. The tropical storm watch may be extended to the British Virgin Islands Sunday night, forecasters said.

Residents "from Florida to the Carolinas should start monitoring the progress of this storm," said Hugh Cobb, a meteorologist at the National Hurricane Center in Miami.

Cobb said it was too soon to tell whether the storm would make landfall or veer off its current track but stressed that "now would be a good time in the southeastern United States and Bahamas to start reviewing hurricane plans."

The wide range of potential movement could send the Category 4 hurricane anywhere from south of Florida to a northward path that misses the continental United States, forecasters said.

At 5 p.m. EDT, Frances was centered about 495 miles east of the Leeward Islands and was moving west-northwest near 9 mph. It had top sustained winds of about 135 mph.

Cobb said Frances could equally affect all of the islands under the watch but they were not expected to take a direct hit.

"We're looking at primarily tropical storm winds there," he said.

Cobb said that Frances was forecast to remain a Category 4 storm throughout its trek, but noted that predicting the intensity of a hurricane remained an imperfect science and the storm could reach Category 5 intensity -- with top sustained winds greater than 155 mph -- because it was traveling over warm waters favorable to intensification.

A reconnaissance plane was sent out into the storm to collect more data, he said.

Parts of Florida are still recovering from Hurricane Charley, a Category 4 storm that tore through the state on Aug. 13 with 145-mph winds. Charley killed 27 people and caused an estimated $7.4 billion in insured losses. It destroyed or caused major damage to more than 30,000 homes.

Frances is the third major hurricane of the Atlantic season, following Alex and Charley. Frances is the sixth named storm of the season, which runs from June 1 to Nov. 30.

Meanwhile, Tropical Storm Hermine formed in the Atlantic, the eight named storm of the season.

The center of Hermine was located near 32.4 latitude north, 71.0 longitude west, about 325 miles southeast of Cape Hatteras, N.C. The storm was moving toward the northwest near 10 mph and maximum sustained winds were near 40 mph. (AP)
