Moving from IN to CA. Big headache.
Hey guys,
I am an owner of a 06 evo ix and I will move from Indiana to California in September. I was wondering if you guys could help me figure out how I can pass the smog test. Here is my modification list.
Engine/ Engine bay:
Stock Motor
Cosworth 272 Cams with upgraded springs and retainers
GSC zero tick lifters
Carbon Fiber Spoolinup Cop
1000cc injectors
Blox front engine roll stopper
TiAL QR BOV
JMF Intake Pipe

And here are some pictures of my car.
Engine bay: I know I will fail the smog test once the officer pop up my hood.
Front: I am worrying about my AMS FMIC
Back: The "modified exhaust" stands out too much and it is too obvious to ignore it.
This car is my baby and my DD. It has 360 WHP, but I really don’t want to put it back to stock. One reason is that I spent a lot of efforts to modify it; another reason is that I don’t have stock parts anymore and I am just a student I do not have that much money to buy parts like stock pipes and stock exhaust. Could you guys help me find the cheapest way to pass the smog test?
I am thinking of getting:
1. CARB Exempt Injen intake to replace my old intake
2. Stock BOV
2. A stock Catalytic convert to replace the test pipe
3. HKS carbon-ti 120mm silencer to reduce some exhaust deciel.
Is there anything I need to do? What about my AMS FMIC, Spoolinup Cop, UICP and Mishimoto Radiator.
Any help is greatly appreciated!

The CA state referee will nail you for these parts:
All of these mess with the OEM emission system that came with the car from the factory. You'll be required to return your car to stock to pass emissions.
Also, we have 91 octane out here so you'll need to get retuned for that as well as E85.

First of all, thank you very much for your reply Noah. Here are some new questions.
1. Could you teach me how could a ref find out I have after market cam, springs and retainers? Do they disassemble the motor?

Is the post true that cam, retainers and springs are exempt or I can install them stealthily? Is there a way I could prevent a ref from finding them?
2. How about the injectors and the fuel pump? Could you teach me how will a ref find them and what can I do to prevent him from finding them?
3. I'm just a student and I don't have money to buy a stock exhaust. But I have done a lot of research. I saw some people on Evom said car back exhaust has nothing to do with the emission so it should be exempt. Also I found something on DMV website:
"V C Section 27151 Modification of Exhaust Systems
Modification of Exhaust Systems
27151. (a) No person shall modify the exhaust system of a motor vehicle in a manner which will amplify or increase the noise emitted by the motor of the vehicle so that the vehicle is not in compliance with the provisions of Section 27150 or exceeds the noise limits established for the type of vehicle in Article 2.5 (commencing with Section 27200). No person shall operate a motor vehicle with an exhaust system so modified.
(b) For the purposes of exhaust systems installed on motor vehicles with a manufacturer's gross vehicle weight rating of less than 6,000 pounds, other than motorcycles, a sound level of 95 dbA or less, when tested in accordance with Society of Automotive Engineers Standard J1169 May 1998, complies with this section. Motor vehicle exhaust systems or parts thereof include, but are not limited to, nonoriginal exhaust equipment."
So could I just buy a silencer to fix my catback exhaust issue?
4. Could you teach me what is wrong with the 3" TB exhaust? Just because of the test pipe? Hp could you teach me how to fix it?
5. Could you teach me what is wrong with the dual stage boost controller and how could I fix it?

The problem is that I don't have much money to put everything back to stock. I'm just a student. that's why I was hoping you guys can help me find out the cheapest way to pass the smog test.

Thanks bro I thought of this idea before. My situation is a little bit complicated: I will pursue my degree in California so I will rent a apartment in California. My IN driver license just expired on July 11, 2013 and I have to get a CA license. I can't renew my IN license because my I20(A document certifies my academic status) expired as I graduated.
I took a look at the regulations today and saw this:
"Nonresidents whose vehicles are properly registered to them in their home state or jurisdiction may operate their vehicles in California until they:
Rent or lease a residence in California.
Intend to live or be located here on a permanent basis (for example, acquire a California driver license, acquire other licenses not ordinarily extended to a nonresident, registered to vote)".
So I have to register my car in CA, right?

You could sell the car in Indiana then buy a new one out here. May save you the headaches.
Unless you have a lift, and experience wrenching on an Evo Head assembly, it will cost you a fair amount to get CA smog legal.

When he gets pulled over for a loud exhaust afterwards and the officer does a roadside inspection for a catalytic converter, that test pipe is a $2500 federal fine. That was the threat I got from a lovely CHP officer who pulled me over, and I live in Nevada...was just driving through. The benefits of doing things illegally.
