41-1a-404. Location and position of plates.

(1) License plates issued for a vehicle other than a motorcycle, trailer, or semitrailer shall be attached to the vehicle, one in the front and the other in the rear.
(2) The license plate issued for a motorcycle, trailer, or semitrailer shall be attached to the rear of the motorcycle, trailer, or semitrailer.
(3) Every license plate shall at all times be:
(a) securely fastened:
(i) in a horizontal position to the vehicle for which it is issued to prevent the plate from swinging;
(ii) at a height of not less than 12 inches from the ground, measuring from the bottom of the plate; and
(iii) in a place and position to be clearly visible; and
(b) maintained:
(i) free from foreign materials; and
(ii) in a condition to be clearly legible.
(4) Enforcement by a state or local law enforcement officer of the requirement under Subsection (1) to attach a license plate to the front of a vehicle shall be only as a secondary action when the vehicle has been detained for a suspected violation by any person in the vehicle of Title 41, Motor Vehicles, other than the requirement under Subsection (1) to attach a license plate to the front of the vehicle, or for another offense.

Laymans terms: Front plate is required (MOUNTED) on the front bumper of the vehicle. It is a secondary offense, meaning that the there needs to be a primary offense for you to be pulled over for and given a citation (ie speeding, etc).

Also, BY LAW, anything placed over either license plate is also illegal. Frames, clear or tinted covers, mud, dirt, snow, etc. This is stated in Sec 3. B. i: free from foreign materials. Yes, could be given a ticket for having a tag covered in filth. Main reason is that something over the plate reduces the effectiveness of the reflective coating and makes it less visible. Esp at night. Also, many frames cover up the name of the state on MOST plates, making it harder to track the tag number from a glance.

 

Haven't put a front plate on any of my cars in utah since 2002. It's a secondary offense so you have to be doing something else first. If you want to put one on, I have the mounting kit I'll sell ya. It was on the car when I bought it used, first mod I ever did was take that crap off.

I would call it half a tune, we adjusted the idle, raised the rev limit, and installed another map thats close to my setup.

I know i need a 5 bar map sensor, but i'm going to break it in on 19psi, then i will tune it for 28psi, and scramble boost for 36psi.

 

Call me crazy but i like the front plate on mine cuz its different from the rest of the Evos
