Someone else mentioned it, but try a clay bar first (google clay bar for car detailing and read about it, not too hard). If that doesn't work, get it fixed ASAP. Perforation is rust HOLES, something that won't happen for another few years, if you just leave that spot alone. Rail rust will come out with a clay bar, if you get it soon enough.

 

This all sounds very discouraging. I have found paint bublling on the front of my hood. One is like half an inch so I doubt it is dust. First thing the service rep said was stone chips !!! What an a$$hole. Told him he was full of $hit and that I demanded it be fixed. He took some pics and is sending it off somewhere for 'approval'. Will see what happens.
