Hmm, I have those green relays as well, but they can't find that TSB anywhere here in Europe. I wonder why it's USA only? The dealer says they won't fix it if there is no bulletin :-/

I had this problem for the first time this last weekend up in Lake Tahoe. It was about 9F and the car refused to start after sitting outside all night in the snow.

Took me about 1.5 hrs to get the car started. I had to wait for the outside temp to climb to about 15F and even then it was a total pain to start the car.

Granted, the car is running on E85 but I never had this bad of an issue with my Evo 8 that also runs on E85 and used to be used for Lake Tahoe duty before I bought the RA.

I have the green relays, going to update them to the blue and see if it helps.

[EDIT] So you guys recommend to change the fuel pump relay also? In the EVO X it's A-27X (on the TSB) but there's no such relay on the RA (but relay A-56X is on the exact same spot). So have you RA guys changed A-56X from black to blue?

Yea I have that TSB but it says nothing about replacing the fuel pump relay (but on the EVO X forum people strongly recommend changing it also).

Took a pic of my engine bay today.

So the car is a 2010 RA, built in February. Still the black fuel pump relay and three green relays, part numbers match with the ones in the TSB that are supposed to be replaced. But the large MFI relay is the gray, new type.

How come a 2010 build still uses the 'bad' relays? The TSB is for pre- 2010 cars only

I could order three blue relays from my dealer, but I have to pay for them myself as this TSB is only valid in the U.S. for some reason.

I agree. I would replace the 3 green relays specified on the TSB along with the fuel pump relay(which is not mentioned in the TSB) and change them all to blue, in addition to changing the black MFI relay to a gray one.

Car started fine (I had the block heater on for 2 hours first of course), there was a squealing sound at first (fan belt?) but then everything was fine. A few more degrees less and diesel car drivers will have frozen fuel...

My wife's MINI wasn't that fortunate, the power steering system decided to dump all the hydraulic oil on the ground

My car has not started twice so no biggie but when it does start there is a loud squealing sound at first like you posted...(what is this squealing sound you think?)

Yea I've had that twice also, when it was very cold outside (-25'C or below). I guess it's an alternator belt or something that's really stiff in the cold.

Got the new relays, let's see if they did any good. Temperatures are between 0 and -10'C here now, so no extreme cold temps anymore....
