RPM Fluctuations When Cruise control is Active
You misunderstand me, I didn't say that it fluctuates for 10 seconds. I said AT BEST timing MIGHT sit still for 10 secs in perfect weather at idle. What I'm trying to tell you, is that the ECU doesn't work by maintaining a target timing; it is constantly adjusting and fluctuating based on multiple inputs, resulting in timing constantly moving up and down a degree of two, even while cruising. This can be heard in the exhaust pulse rather clearly. Hell I've seen RPM fluctuate 300 just sitting still despite the whole section of the map being blocked-out to 10*, but it still moves around from 9-11*. This is the ECU doing it's job.

To diagnose a BOV issue, I'd splice in a T connector at your BOV to intake mani line, and run a boost/vac gauge from that point. If there's an issue with your BOV, you'll see it on the gauge. This will present as a vacuum issue, as the car isn't under boost while under cruise (that's why you want a boost/vac gauge, not just a boost gauge).
If you have fluctuations in the vacuum level that coincides with your RPM changes, or if your vacuum reading is out to lunch, then you're probably on the right track. However, it's important to note that RPM changes will also cause the vacuum level to fluctuate. In this case, the vacuum fluctuations may be caused by the RPM change, and not the other way around.
However, given that you've changed your BOV a couple times, I'd be surprised if that was the issue. I'd have to agree with sstevojr about the timing difference, because it explains what you're seeing perfectly. It's possible the behavior has always been there, but you only recently noticed it, and now that you do, you're always noticing it. The same type of thing happened with me when I was first shown motion blur on an LCD TV. I never saw the blur before, but once I saw it, anytime I look at one of those TVs, I always see it.

Thank you I will try that and see what happens I might go to a local shop and get a custom tune maybe that will fix it. Not sure about my tranny tho. I have not changed the fluids yet and I have 64k on it. I'm starting to wonder if that could be the issue.
