Alternator spins only one way? Partially seized?

Alternator spins only one way? Partially seized?
Not sure if this is how the mitsu alternator works or not but I'm guessing its a dead alternator.
I left for a couple weeks and parked the car. Upon trying to start the car my drive belt snapped under heavy strain. I inspected all the pulleys to find that the alternator is quite stiff and only spins one way, which from what I'm seeing is the wrong direction. I installed a new belt and sure enough my alternator isn't spinning.
I'm pretty damn sure I have the belt routed correctly, i matched it up with the diagram in the service manual. Is it possible the alternator seized from sitting for 2 weeks? Everything ran fine before that and a new belt was installed a month ago under the service advisory.
The location of this alternator looks like a royal pita to take out.

I'm afraid this will have to be a tow to a garage job unforteunetly.
I looked around the alternator for a good 15 mins and I looks like I have to remove way to much for it to be a parking lot job.
