Launch control? Can someone explain?

It is available on all 03+ Evos.
The 03 and 04 have it set to the same as the rev limiter.
Also in the 03 you do not need to have it in first gear or have your clutch in to test it. You just need to be completely stationary or it will free rev to the limiter.

yes... search the how to launch threads for more info on that...but its more of a feel of the clutch and letting off than easing off if that makes sense.. feeling your motor engage and your wheels hooking.

That would be the same with any launch... just in most cases you wouldn't have the traction advantage of AWD.
The best advice I have ever gotten on racing was "learn your car. It is only when you don't know the car your driving that the other person has the advantage. Drivers race.... not cars." Course you couldn't say something like it's a drivers race with a Civic SI vs a stock MR but what he said really makes tons of sense.
