Normally the stock turbo will naturally fall off from peak boost in a gradual taper to red line

With a nice MBC like the Hallman it will taper about 1 - 1.5 psi to red line

I boost to 27 psi to redline and taper all the way to 21 at redline. Could I have a slight boost leak?

I heard the stock turbo is good for about 28psi max and the stock block can handle 32psi max.

The capacity of the stock block is very dependant on the state of tune and type of turbo used

I would suggest you try two things

1 - a boost leak test

2 - tighten up the wate gate actuator a bit and see if it holds boost better

I am actually working on a upgraded wastegate actuator piston set up fo rthe evo. Few people realize the amazing boost the stock turbos can make if they are set up the right way.
