E85 fuel ethanol content seasonal changes
The recommended dates for changing E85 fuel blends are listed in a chart in the E85 handbook on page 22, which is in the "E85 Fuel Specification" tab.
The Volatility class specifications are broken down on page 10.
Volatility class 1 --- minimum ethanol 79%
Volatility class 2 --- minimum ethanol 74%
Volatility class 3 --- minimum ethanol 70%

Whether this is followed or not, but if you look at California, E-85 may not be used year round. The only state that has this specification is Hawaii.

With a decently tuned car cold start on any of the e70-e85 blends hasn't been a problem for me with cams & 1000 cc injectors. My car has been starting almost instantly in temps ranging from about 70F last fall to -20F over the winter.
I have been keeping the Evo parked most of the winter but have put about 7K on it since my e85 conversion last fall. My mileage isn't where I want it yet, only about 15 mpg, but my tune is still pretty rough. As the temps come up I will be sorting things out properly.

I'm looking at doing the conversion. I already have a walbro but I need injectors. I should do 1000cc i guess? What about running E85 just during the summer then having a pump gas tune for the winter? Do u really have to drive the gas tank dry before switching fuel or can u have a little still in there? Thanks

No, you dont "have" to run the tank totally "dry" when switching, but it's a good idea for the sake of running a more accurate and appropriate tune. If you mix and match, you will have to tune for just that mixed tank. If you are switching from 100% of one to the other, compared to the simplicity of just running it down to empty, that doesn't make much sense now does it?
It would be best to get it as empty as possible as it will effect the map with different amounts of gas vs ethanol as stoich. ratio is different and going to throw off injector scalings and the map in general.
