Thanks...don't get me wrong, I love my EVO, but its almost like having a kid, you don't know whats wrong and you want to help but you need a specialist. Still a good kid but every now and then they get sick.

What do your idle tables look like? Maybe your throttle cable is stuck, or theres something sticking the throttle plate open.

checked the throttle cable and its routed right in all the clips and there's no bends or binding. Not sure about the tables as I just had it tuned on the dyno not too long ago.

Have you logged anything? Like throttle position, ISCV steps, etc?

For all the smart @$$es...no my foot is not on the gas, no im not hitting the clutch before I get off the gas, nothing like that. Actually I can take my foot off the gas and put it flat on the floor while the RPM's climb. Like others, its not all the time. It happens even when not driving hard. I can be cruising on my way to work and shifting the car like you would if a cop is right next to you and BAMM! the RPM's shoot up 2000-2500.
Check all the vacuum hoses on the back of the intake manifold.

There are 21 hose connections on the intake manifold, TB and EGR.

Whenever it hangs, depress the clutch pedal to the floor twice and see if it drops.

I've had the egr vacuum line come off a few times under high boost and was caused similar to what his problems where. I ended up putting a zip tie on it, problem solved

A typical side effect however is a poor cold idle.

Ok checked all vacuum lines and all is well. took it around and tried the clutch thing like you suggested Scott and it died down before I can hit the clutch twice. I'll try again tomorrow.
