Question. I have the *13 evo IX rom currently. Can I flash it with either a 14 or 15 rom (given I change the immobilzer code) and is there any benefit to do so?

Yes you can and not really. You can do it if you need to scale injectors (going to the type 15) but if you add the definition to your evo9base.xml you can scale the injectors with the 13 as well. I use the 13 for 2 reasons, #1 I am lazy and am not gonna take the time to make all my old stock turbo maps into 15's and #2 there hasnt been any discernable change. Maybe the 15 is less likely to get the P0300 code or something? I dunno, but I dont have that issue either.
