I think you are right in saying each car is different. It matters a lot on turbo, what solenoid you use, if you have restrictor pills in, altitude, etc...

With that being said I think most people using stock turbo and a GM solenoid should be able to have pretty similar gain settings.

1 PID would fit all, each user would have to tune to their car however.

I think the best method is to make BDLE roughly the same as the boost you are actually getting during spool, and make WGDC about the same as that which you need to archive peak boost.

I do not support the idea that having WGDC at 100% will improve spool. This would only be true if the wastegate was opening during the spool period, and the BCS was not able to bleed enough air to stop this happening.

The question is how to know for sure that the WG is staying shut until getting close to target boost.

When I've played with handheld pumps and actuators before they only move impressively close to their rating with little in the way of "wastegate creep".
