evoscan error - tactrix cable help!

I get this error when my 1.3 tactrix cable is connected to evoscan:

Error: OpenPort 1.3U USB Cable Not Responding, perhaps select OpenPort 2.0 if you have that.

I have all the drivers installed. The cable worked fine with evoscan and mitsulogger before my computer crashed, and I reinstalled the OS. Now it doesn't work. The cable also is not recognized with mitsulogger now. I searched and saw that others have had this problem, but have not found a solution. If anyone knows a possible solution, please let me know!

nope haven't done that. Figure it'll be the same since it doesn't work with the other two programs.

i have a similar problem with my car pc (with the op2 cable) when it goes in to hibernate the drivers seem to get messed up as it won't connect after restart, after unplugging it for a few seconds it works fine , so now I have to make sure that I stop the logger before hibernate as this seems to stop it
