I've noticed I can hold 25psi till about 5500 rpms, but unsure whether that is safe or not. So I tuned it to a conservative curve until I know any better. Right now I peak at 25psi, 23.5psi at 5krpms, 22.5psi at 6k rpms, 19.5 @ 7000rpms.

I'm sure its safe, but am I short changing myself?

Mods are: intake, catless tp, catback, 3port

Sounds perfectly fine and safe. Stock turbo boost curve tapers like that due to it's small turbine side.
