What is this?

I have an 03 evo. I had takin the lower center console out to run some wires when something caught my eye when i turned the key on. A little red flashing light. It was slightly under the carpet and i pulled it out a bit to take some pics. The installation dosent look factory....anyone know what it is, just by looking at it?

So the cat was removed, and the computer reads this piece, thinking the regular O2 is still hooked up and working properly?
