2 Plugs missing under dash?

I didnt know where to put this question so i think it might have something to do with my immobilizer so i put it here. I bought an 03 evo wrecked and have it all fixed but my engine and all my electrical will not turn on at all. Brand new battery so i dont think that is it. There are 2 plugs on a metal bracket right underneath the dash on the right side of the steering wheel. I thought they were for the engine immobilizer computer, but i now see that that is located farther up in there. Can anyone tell me what plugs into these two plugs. I can upload a picture of it if i need to but any info would help.

If they're a white rectangular plug and a black kinda triangular plug, then the black plug is your obdII diagnostic port. I'm not sure what the white plug is actually, but I believe it is also a diagnostic plug of some sort. Those are the two plugs you plug a tactrix cable into for ecuflash/evoscan etc.

A picture would help to make sure I'm correct.

The white plug is to "open" the ECM for flashing.
