Help with ETACS Access

Help with ETACS Access
Can someone please provide a method to get into the ETACS for adjusting the settings?
II have an 05 Evo VIII
Ive been looking around for the "ETACS Decoder" but do not know what is reliable / proven to work among the community.
The link to the software would help and/or if ECU Flash and EVO Scan can do this.
I have an OpenPort 1.3U cable and am using ECU Flash v1.44.4799 and EVO Scan v2.9.0100
I could have missed it somewhere on the page or in the program
