Is this bushing suppose to be loose like this?

Is this bushing suppose to be loose like this?

I took off my battery and tray and noticed this bushing on the transmission loose on one end. I think thats how it suppose to be but I want to be sure. Here is a pic of the bushing in question.

Does that bushing look like its crooked? Its hard to tell...I think you need a closer better pic.

Heres another pic. In the pic, if you look on top of the bushing its not connected or glued. I was able to move that end back and forth... I find it kinda weird, so Im hoping someone knows more about this. Thanks

I believe thats normal- its more of a dust cover.
