how much whp gain on mbc only
If you figure 7 HP per PSI (not sure if that is correct or not) and take into account that most cars tapper down to 16 psi stock that means that if you can carry 20 psi to redline you are running 4 psi more than stock at redline..... about 28 HP. Problem with that is I wouldn't want to run a 22 or 23 psi spike in order to carry 20 psi at redline on a stock car.

I have a hallman mbc and its holding 20 to redline, spiking at 21 when its cold. I picked up 27whp, with no tuning. Dont bother to get an electronic boost controller since its the same crap as a manual one. All you want to do is to raise the boost, so why bothering with the fancy shyt. On 93oct i wouldnt boost more than 21 because you are going to pull the timing therefore making less power. And 1psi equals 10 hp max.
^ what he said.
i'm getting 298 whp at 296 tq from 296 whp at 284 tq with 2 psi of boost.
that's 12 pounds of tq difference in 2 psi and 2 more whp.
of course it's tapering down to 21 psi from 23 psi.
but with 21 psi tapering down to 20 psi, i'm getting about 296 whp and 284 tq with turboback exhaust and mbc alone.

I run 20psi on my BONE STOCK car. I used to lose to my brothers stg.2 WRX when I was completely stock by 1.5 cars. Now I win by 1/2 a car almost evertime. Not bad, $86 made a 2 car difference. BTW, the car has boost cut for a reason, you aren't going to harm a damn thing holding 19lbs to redline. Your egts will be fine and the motor is more than stout enough to handle this boost bone stock. Not to metion if the egts start to creep and the car starts to knock, the car will yank timing like no tomorrow.
So much bad information in this thread, wow!
1) Don't bother with an EBC, I've used and installed both, and the EBCs are not really any better; just harder to set up. Unless you want the bling and have the money to waste, then the EBC is for you.
2)I run a Hallman Pro on my car and do not see any spiking. I run 21PSI, and yes it will hold steady to read line (with prehaps a tiny drop aroun 7,200RPM to 20PSI).
3)Do not get the exhaust first. As one person allready stated, you may see fluctuations in boost (depending on the exhaust you install) and you want to be able to control the boost so you don't overboost.
4)Make sure you have a boost gauge, and I would install it BEFORE you get the MBC, so you can baseline with stock boost and have an accurate assumption of your gauges correctness. Plus you can't set boost without a gauge.
5)I've installed MBCs on several evos and none of them spike, all of them work very well, and none of them have caused any failures when used properlly (keeping boost within reason).
6)I recommend not having the controller inside the car; it's too tempting. I've not had to change my MBC settings at all since I've set it up. Prehaps in VERY cold weather you will have to change it once or twice a year, but not that often. It's just not worth the temptation of reaching down and giving it another pound or two for some race; at least to me (but that is totally user preference).
Good luck! If need any advice please feel free to PM me.
