Why are you asking? what is your problem? do you have play on the shaft? the year of the EVO does not matter at all, it is how hard you drove it.

Yes, if there is shaft play it will eventually start burning oil from the shaft play and also you wouldn't build as much boost.
Today you can rebuild a turbo starting around $300 and you can get a replacement for around $550-600
