The only problem with my theory is that I notice the whine at idle, when the engine isn't using a lot of gas. Why would the pump need to be on high speed at idle? I am sure it whines when I'm WOT as well but I would never hear it with my exhaust.

The more the pump gets used/worked, the more noise it will make. After a fun drive they get pretty loud.

I was wondering the same thing when I installed my UICP, bov, fuel pump at the same time.
Couldn't tell where the humming noise was coming from,,now i know.

I had mine for almost a year before it started whining. But then it lasted about a month and was worse on low fuel. Then I either got used to it or it got quiet again. Don't worry about it. It is loud sometimes and I could hear mine over having the driver side window down on the highway with the radio playing at a moderate volume.

Don't worry about it
