Was the EVO 8 rushed?

From everything i've seen and read, the Evo 8 is actually an Evo 7 RS with cosmetic changes. Folks who have had evos in their countries know that the RS version of the EVO denotes the Rally Spec version. Meaning, no AYC, and no ACD.
You can actually replace the ricer tail lights with the Evo 7 lights as well as the front end from what i have seen.
