Need help with ignition/security!

Hello everybody!

My friend has an 02 eclipse,auto. Somebody was trying to steal the car and the only thing they did is f@cked up the ignition cylinder. His got a new one,but now the thing wont start. The electrical stuff inside the car works,but the headlights dont. On the instrument panel the "key sign" flashes green. When he is trying to turn it on with the screwdriver the starter begins to turn,but thats it. Fuses are all good.
Maybe its some kind of security thingy we, n00bs, dont know about.

Any,any input or a bit of info would be very usefull. I know its an evo forum,but this is the only auto forum that i read, so all of you auto gurus,please help!

If they key is on that means it's not recognizing the security key chip!
