Twin turbo = two separate turbos

Twin scroll = two "jets" of exhaust are used to spool up the turbo.
ie: Twin nozzles

"twin scroll turbo" means the turbine housing has two ports on a single turbo w/ a divided throat.
Twin Turbos=2 turbos the sequential set and then you have nonsequential set.
Sequential= one turbo uses the other i.e.- 93-98 Supra
non sequential=" true twin turbo" i.e.- 3000 GT, 300ZX

It simply keeps one turbo blocked off at some times. It doesn't blow one turbo through the other or anything. Both work in parallel but the sequential setup feeds each turbo from all cylinders. The true parallel feeds half of cylinders to each turbo.
In the case of the Supra, cylinders 1~6 are always feeding turbo #1. When the time is proper, it slowly opens the passages to allow turbo #2 to feed from all 6 as well.
In the case of the straight twins, like the 300ZX or 3/S, cylinders 1~3 feed turbo 1 and cylinders 4~6 feed turbo 2.
