timing belt-like noise

the thing is its still there when the car is warm, and goes away when i go under 2k rpm, and if youre in the driver seat its definetly coming form the right side of the car.

as for the video im in the process of borrowing a camera so ill try and get a video up tonight

ok so ive heard some things about this noise im hearing. heard it could be the belt tensioner, or the belts being glazed. i took a picture of one of the belts, and im not sure if it looks normal or not, so here it is. sorry for the blurriness

it looks shiny and smooth in person. not sure if its normal.

so ive been riding my car seeing if this noise would go away, and it hasnt eyt. its not related to rpm, but the speed. it comes on when im going over 20 mph. any ideas on what this could be?
