I have lockout issues when I shift real fast at around 8500 rpms trying to go into 4th gear. I dont know why. My clutch pedal is adjusted all the way out. My clutch was done through a shop that works on lots of evos all the time. And they know what their doing.

my ACT HDSS used to lock me out all the time. changing the tranny oil to Amsoil AT4 gear lube made a significant difference. then adjusting the clutch rod seen in this thread cured most of the notchniess both cold and warm! its a must try for anybody experiencing reluctance in their shifter.
i put off checking the rod for the longest time because the clutch was installed by a very well known shop, so i took their work for granted. when i finally got sick of lockouts and scratching gears (not to be mistaken with misshifting - as i had experimented with keeping my foot planted on the clutch and holding it their during high rpm shifts, yet it still scratches or get locked out at high rpm), i found that the rod was very short, even though the engagement was in the middle.
i just wish i'd stumbled across clutch adjustment threads sooner because i'm fairly sure the 4th gear syncro had been taking a beating, to a point where it'll need replacing before i can swift gear changes again
