Any chance you have a slight exhaust leak or something that's minor enough to cause a drop but not big enough to really be significant?
My boost gauge is a bit generous by about 1.5psi so I spike a past 25psi which is really 23.5psi or so. After getting tuned I'm holding steady just a bit below that to readline though (ECU-based boost control w/ pill). So you might not even be hitting 18psi in reality if your gauge is as accurate as mine is. Just a thought.
So pursuing the wastegate may be a good next step. Or have a tuner take a look. I dunno.

Sounds like you might be hitting boost cut.
You might want to connect up a Tactrix cable and use Ecuflash to check your boost limit settings. You can then adjust the table as necessary.
