Having issues!!!!!!!!!!!!!!!!!
this may sound really dumb but the older DSM's required a fully charged battery to start correctly I would look into it. You never know, especially if the car had a lot of down time during you build up, the battery could have lost some charge.

The cam sensors on both the intake and exhaust cams may be off..... You can either be dead on on the timing there, or 180* off...... Try rotating each 180* and go from there.....

as far as the cam timing.... the marks on the cam gears line up with the marks on the valve cover, and the the dowel pins are facing up??? I know that its easy on the 9's to have the intake cam off 180 as well....
