Hallman MBC Problem
It sounds like you having a similar issue as a friend of mine. It ended up partly being that the MBC which was also the Hallman. she was just boosting 15 lbs after the install.

I just installed mine over the weekend. Mine came with 2 springs and the ceramic ball. I think if you just get the Pro, and not the Pro RX, it just comes with a steel ball and the light spring, or at least that is impression I got from reading the different product descriptions on the site. I think the light spring is only strong enough for about 15-16PSI. I have the heavy spring installed, and I used the BOV line to wastegate method, and I'm boosting about 20PSI perfectly fine. I still have plenty of clockwise turns left on the MBC for when I get my tune too

It definitely seems the spring is what was causing the issue.
I wish I didn't send my MBC back to STM to have them check it out. Oh well, live and learn.
Hopefully I'll have it back for Wednesday so I can still hit the strip!

One other thing I'd like to add, is anyone else impressed with how well this MBC holds a consistent boost to redline? I know its mainly the turbo's job to do this, but with the stock boost setup, it would taper down about 3PSI at redline. The Hallman holds 20 from beginning to end. Can I expect the same when I get my tune and raise the boost even more?

It's been a while since I went for a rip....it Sucks 
I had an Apexi AVC-R boost controller in there, I took it all out before I installed this one. I have the stock boost control solenoid still hooked up, so it doesn't throw a CEL, but naw, I wasn't planning on hooking it back up.
Bummer huh?
