Car running lean.

Around 3500-4000rpm the car runs lean and boost drops from 20 to around 5psi. I've bypassed the MBC and ran straight turbo/wastegate with the solenoid disabled, in the tune the cutoff is higher anyways then this so it shouldn't kick in.

I think the problem is either this FPR or a timing issue with the car. I'd like to start testing both asap.

I've so far:
Checked the tune
Boost
Wastegate
Plugs
Boost Leaks
Compression is fine
Fuel pump ( two of them/walbros)
Boost controller
Injector duty is good

So I checked the voltage to the pump, it read 9.5v and jumped to 12.5 as soon as I rolled on. Thoughts?
