When does the Slim Fan on an aftermarket turbo kit turn on??

It wont matter. I think your fan controller is bad or not getting power. The only wiring you could do wrong would be to reverse the wires and that would just make the fan spin backwards it would still come on tho.
Just activate the fans in evoscan then see if there is power to the larger of the two plugs going to fan controller, if there is than its your fan or fan controller, if there isn't power going to fan controller than obviously you need to look in that direction.
And there is an unused spot for a plug on the controller from factory
