Nothing will get hurt. Re-tuning would just open up some more potential power.

How far down the mod path "demands" a retune? I'm looking at installing a ported intake and ex. manifold, as well as 65mm TB and O2 dump. It will all get tuned soonish, but is there a limit that's unsafe? Or will the car just run like normal until tuned?

How are you controlling your boost. My experience after installing an O2 dump is that boost was slightly higher. Moniter your boost and AFR's to make sure that you arent leaning it out too much.

like others said its not going to hurt if you don't, but if you are looking into getting the most gains out of your upgrades you should. I recommend a tactrix cable

I wouldn't recommend a re-tune after those two mods, I think you'll be wasting your money.
