wastegate not fitting turbo?

i was helping my friend installing his evo9 turbo, the stock wastegate actuator he has is not long enough to fit the new turbo, even after extending the adjustment on the actuator all the way, the actuator seems to have some tension after installed on the turbo. he wanted to just get the turbo back on the car regardless, and now after the turbo is installed, the car runs like the actuator is partcially opened even under boost. would a aftermarket actuator fix this problem? or is it the flapper on the hotside the problem? would this damage the turbo in any way? any helps guys thanks

if it won't even slide on when loosened all the way, that sounds like something isn't right. BUT, the WGA arm should have tension on it when pulled onto the flapper arm. don't go crazy, but you should have to tug on it with some force to slide it on where it fits.
