Turbo XS BC won't go over 15 psi

Well I just bought a new car a few weeks ago, when I fly out to pick it up, the seller said he "turned down the boost" for me. Well got the car back home and figured I'd turn the boost up to stock levels. Turned the dial in the + direction a few clicks.. no change, few more, no change. Turn it out a few turns.. no change.

The BC is the turbo XS Standard Boost Controller (BC-SBC) I have hooked up as the inlet from the WGA and outlet is teed into the stock bov/intake manifold line. Like in this link below.
http://www.jonesland.com/evo/MBC_Install.htm

When I bought the car it was hooked up to the wga and turbo outlet nipple.

Any ideas?

After looking at it more. Turbo XS even suggest on their site for the DSM (same as the EVO) to do it exactly the way I have it.

the blue nipple (opposite the adjustment screw) is supposed to go to the WGA per the website.

I suggest removing the T source and going off the turbo outlet pipe. Make sure your not running a restrictor pill in any of your rubber lines.

That's how it was hooked up when I got the car and it wouldn't go over 15 lbs either.

My old EVO VIII had a cheapy $15 BC hooked up the same way I hooked up the Turbo XS BC and I was able to spike and hold 24 psi till redline.

Where is the restrictor pill located normally?

What's exactly a restrictor pill and what does it do?

if you have it hooked up correctly, you shouldnt have to worry about the restrictor pills, those lines should have been removed.

Also i had just installed my hallman boost controller, and it took about 4 full turns before my boost started to raise above 15psi, after that it raise about 2psi every half turn.

Oh Im long gone with the Turbo XS BC, Switched to the stock BC and 100% wgdc For 19-20 psi, then moved to the GM 3 port.

Try increasing WG spring pressure by rotating the turnbuckle on the end of the the threaded actuator rod. Rotate inward(clockwise), three complete 360* turns.
