p0401 EGR insufficient flow

I threw a cel code p0401 EGR insufficient flow error from my Evo viii. first i checked to make sure none of the obvious occurred like a vaccum hose popping off and checking the electrical connectors on the egr solenoid and manifold pressure sensor (dpfe). All checked good, so i removed my egr valve and determined that it would be good to replace it anyway (95000 miles on it). still got the code. so i then replaced the egr solenoid as per the dealership. still getting the code following that. Anyone have any clue whats goin on? i get the flutter and power loss at a cruising speed when the solenoid wants to open and thats when it pops the check engine light. Could the manifold pressure sensor cause this code? or has anyone had this issue and found something else? plz help, the dealership guys are turds.

You 100% positive both vac lines are on? The line behind the manifold likes to pop off

all vaccum lines are connected nor are they dry rotted and cracked, i replaced 2 of them due to that issue. egr valve lines connected, egr solenoid lines connected, no plugs are corroded or cut. all lines hooked up on back side of intake manifold, and lines into the manifold pressure sensor area. and there was some random line goin to blow off valve and bottom side of turbo somewhere, all connected.

Have you also checked the EGR port in the manifold and head? Could be clogged with gunk

The fix is usually that one of the hoses in the EGR system popped off.
