It still would be cheaper than getting a 9 turbo for 400-500. Say you have a 8 turbo and got the evo9 compressor cover and 20g wheel for under 200 shipped, its not gonna be more that 200 to have it balanced. Im gonna check with the shop that balanced my rotating assembly just for ****s and giggles.
Oh and I know not all turbo wheels, compressor and turbine are not equal. Theres differnt designs and materials. Maybe just get the mits evo9 compressor housing off ebay as its oem, and find a better wheel somewhere? But where can you even buy just compressor wheels?
