I believe there is a switch (a coolant temp sensor) that turns the fan on and off - replace it. It's a pretty simple job. This should fix the fan coming on and off... if it doesn't, then you should check out this thread:

Also, replace your radiator cap. A good seal is important, and the $12 bucks for a new cap is worth the investment if you've seen overheating issues... typically, if you rev on the motor while your stopped, and the temperature DROPS, it's a good sign the radiator cap is bad.

It probably your thermostat stuck close! I had the same problem this year i had to order from the dealership since autozone and other didn't have the right one for the evo. Extreme PSI sale it for $22
