I have manley crank and eagle rods, i torqed it down in spec 43 ft-lbs with arp lube.
the clearance messure was about .017" is that okay or does it have to be .020" -.025"

Well you either have a major malfunction or wrote that wrong. With .017'' you might as well not put rod bearings in cause they're not gonna be there for long anyway. The rule of thumb goes you want .001" for every inch of journal diameter. So if your measurement was say .0017" then that'd be theoretically perfect. For a race motor I'd want to add an extra .0005" but where you are is fine.
