Is this a good 2.3 setup?
absolutely a good idea to build for future plans. leaves you room to play, and better to do it once then have to rebuild. sounds like you have a good set of upgrades there, nice parts.
the bbk turbo will be great with your stroker, almost instant boost and good top end. the S2s are great cams as well. And whoever (forgot the name already) posted about the dual valve springs and ti retainers is good advice. there relatively cheap and will provide good insurance down the line. no sense in having a built motor with some what stock head.
im assuming your doing arp bolts (or comparable). cam gears are something that hasnt been mentioned, but the stock gears are really good and its expensive for the parts. could allow for a little more fine tuning depending on what your using the car for.
also, why are you going to use 91 for track and e85 for street if you dont mind me asking? could be that im so exhausted, but would seem that the e85 would be better for the track than 91...

i've seen too many people say oh i'll buy this part "for now" and then change that part later on and end up spending more money in the long run
the reason for me running 91oct at the track is because the closest e85 station to me is 8 miles from my house and the closest track that I go to is ~140miles, and well carrying 30 gallons in 5 gallon containers isn't fun especially when you're gonna have to refill on e85 after each 25min session 
anybody ever heard of these or use these conrods? I was thinking of perhaps buying them and using them....
