Possible T-Case whine?
I also have an '03 and my car does it too. I don't think it is normal in the sense that this is what Mitsu intended. It is a harmonic that builds up in the car that in later years was tuned out by the maker. I remember reading that Mitsu made changes to the clutch and flywheel to address this issue.
I don't think that necessarily negates what I wrote. The early cars were prone to the p0300 problem. Mitsubishi did something to the later cars that mostly got rid of it. Many people have pointed to wear/slop in the first USDM transmissions as the problem. I get a loud buffet if I roll the rear windows down at 60 mph. I also first noticed this after I got rid of the OEM tires. All this may be connected.
Anyway, a few owners have driven their early cars to high mileage without replacing major parts so whatever it is that is going on doesn't seen of affect the longevity of the car.

TRansfer Case or Tranny
Did you ever get your car fixed?
I have replaced my tranny and transfer a couple of times. If you have had metal shavings the gears have already starting to mesh the gears. It will only get worse with time. Every mile you drive like that the gaps get bigger and allow the gears to slam against each other until they break aprart so the sooner you repair or replace the tranny the cheaper it will be to fix. For repairs you have TRE and Shep trannies. I prefer Shep but i hear TRE is good to. I have had no problems with the TC or Tranny since Shep rebuilt both of them. Just check with there websites on prices. Do it the right way the first time and you have to do it again. Any questions just let me know. At one time i could remove both the TC and Tranny in just over hour.

So i have an evo 8 with 72k miles and I have the exact same problem ONLY at 60MPH no matter if in 5th or in neutral .. ONLY at 60k... Is there a DIY for changing the Tcase fluids? Also whats the best fluid i can buy at a Oreilys or Autozone?
Your T-case wont wine in neutral and will stop when you let off the gas, the higher the rpms the louder it will get with time. Thats definitely the sound of your transfer in the early stages since its only around 3k. The longer you go the louder it will become. I drove around 25k miles on mine after it started this wine I wouldnt be too concerned yet it still has life left
Update on the whine, I just got my car back 2 days ago from getting a built motor and rebuilt Tranny, The noise is no longer there, I ended up needing Synchro's for gears 3,4,5,R And hubs for 3,4,5. And a couple other things.
With that, I'm assuming it was the Trans whining a little.
