Yup the teeth will be worn down or chiped also leave it pluged in but pulled out of t-body and turn key to on position and it should move out of housing.

Yeah it's supposed to do a full sweep and then go back to the original spot, right?

Use a multimeter to check the resistance across the pins, I believe it's supposed to be around .3 ohms

I had the one apart off of my DSM but I don't remember whether there were gears or not. The piston that traveled in and out had a worm drive inside and enough exhaust had condensed on the threads to make it sticky. I could spray lubricant inside and it would work for another month or two before needing more lubricant. This finally got old and I replaced it.

Does the car idle at all?
If not, Have you tried adjusting the idle screw?

You can't really tell by the teeth if its bad. I've seen a few IAC valves and when they went bad the teeth looked perfect. This is only on the older IAC valves, the newer ones are smooth and dont have any teeth so you really can't tell by that. In fact I dont even know if the IAC valve is suppose to spin at all or just move in and out. If you do a search , you can find out which two pins to check with a multimeter and to see if the valve itself is bad. I forgot which ones they were.

Not a good idea without using the idle adjustment button in evoscan.

There is no problems when i start it. When I drive and stop the car it is also ok. It idles crazy only when I drive and hit the clutch. That's exactly what's happening:
