turbo upgrade question

Hi I have a 2004 evo currently running am HKS Gt2835 with a 44 mm wastegate. Sadly the car only put down 291 whp and 320 torgue at the mustang dyno at MZM in Austin. I bought the car with the kit already on it so it seems this kit is almost a downgrade. I purchased an FP Black turbo with a Megan racing exhaust manifold, Megan racing downpipe, and TTP O2 housing. I'm hoping this gives me the kind of power I'm looking for. Is this HKS turbo just a joke or might the car have been tuned wrong? Has anyone had bad experiences with mzm? I'm sort of limited with where I go because I live in corpus christi and the car has an ekutek ecu. Other parts on the car include...

ARC Super induction box
ARP Head studs
FIC 700 cc injectors
Fuellab Adjustable fuel pressure regulator kit
GSC 272 cams
HKS adjustable cam gears
HKS Fuel Rail
HKS R type intercooler
Works 76mm Test pipe

I would start with the tune and making sure there is no boost leaks. that turbo should of made more power then what it did. with a black you may want to look in to bigger injectors

You could drive to SA and get tuned at JMS if you don't trust MZM

What boost was the 291 at? 291 on a mustang dyno is something like 320-330 on a dynojet and if you have a weak tune or low boost it would make sense.

It pretty interesting that it even has that turbo on it, it quite over priced and really doesnt seem like much of an upgrade over stock. Still, you should be able to make ~350 hp on a mustang dyno without too much problem.
