when i turn the unit off, the boost still registers and will only boost to 11/12 PSI is this normal??

Yes, with the boost controller off the wastegate is controlling the boost. The wastegate is set to open at 11-12psi.

i appreciate all the help you have all given me. I just wish i knew why the car runs so hard now. All the way to 7000. Before it just fell off at 5000rpm. I cant keep my foot out of it now!!! RRR

one more thing, when i boost to 19PSI, i can hear the BOV flutter a little. I think its leaking. Time for a new one or what??
