Hi guys, today while checking all my fluids, I noticed that above my dip stick is a rubber tube/hose coming from what appears to be the fuel rail just hanging there. Any idea what it is? Or if it supposed to be like this? As far as I can tell the car is running fine. thanks for the help.

It looks like the fuel pressure regulator line. It needs to be connected to the intake manifold. Im surprised the car is running good. I wouldnt drive it hard until you get that fixed.
just look for a vacuum nipple open on the intake manifold thats where it hooks up too, or check in the area behind the fuel rail, i see its got a nipple on the end, check one of the plastic boxes for it.
It looks like you have broken off the nipple on the fuel pressure solenoid. It is the thing with the red plug showing in every picture (on the end of the manifold). You may bypass the solenoid until you get a new one by running a hose directly to the intake manifold. The solenoid is there to help prevent vapor lock at hot start. In other words not needed with the cooler weather.

This makes sense. I took my car to my local tuner (reese tuning) and he walked out to the car, popped the hood, tore out a different hose, and then plugged in that hose into the intake manifold.. So this sounds like what you explained right?
I have mine plugged into the vaccum line the arrows point to. I don't use the solenoid anymore, which is why I have issues when the weather get warm out sometimes, but it's not that bad. I used a T fitting to splice the fuel pressure regulator line into it. Basically, the line that popped off is responsible for increasing your fuel pressure as your boost increases. Without it you will run very lean. You can run the line into any vacuum line that goes into the manifold though like for your blow off valve.

Two days ago I talked to the engineer who designed the latest Chevy diesel pickup and he pointed out the big electric heater on the intake. "The only reason that is there," he said, "is because one morning when we were testing, we were on a mountain top in Colorado and the truck started fogging fuel out the tail pipe. That was the only time that ever happened." This also explains the why of the fuel pressure solenoid - to handle an event that rarely happens.
