Unhappy fp red evo 8-help please

Long story short...Recently bought an evo 8, the car was on a conservative tune and had some issues so I decided to get it retuned. Made 403whp 343wtq on stock cams 93oct. Decided to get HKS 272's since car is a DD I figured this would get me to my goal of 450whp. Well after installing the cams car is not making hardly any power.

Setup:
Stock block
HKS 272's
FP Red 84mm jb with 25psi actuator
Tial Q Bov
Nisei Intake pipe w/K&N Filter
Nisei licp & uicp
APS 3.5" FMIC
Megan 02 Housing
HKS downpipe
Custom test pipe
HKS catback
Speed Density Conversion
ECU Controlled Boost
Walbro 255
ID 1000cc
BPR8ES Gapped to .024(Installed today)
ACT Clutch and Flywheel

Any Suggestions on what to troubleshoot would be appreciated. Graph is attached.

Was the car re-tuned after the cams were installed? How much boost are you running?

yes we are trying to retune but can't get more power than what the graph shows boost is 27psi.

I figured with the turbo spooling up 1500rpm late...

Stupid question. How did you know full spool was 1500rpm late from the graph? peak rpms?
