2 Problems, possibly clutch?

Hi everyone,
I just bought an 06 Lancer Evo and it is my first import. I felt like something was different about the clutch compared to other cars I have driven, but after my turbo back exhaust I just installed I'm having a bit of a problem. When I floor the car at any speed, when the turbo spools up and reaches good boost the engine revs up for a second then takes off like a slipping clutch. Also when I'm shifting when accelerating after i push in the clutch the engine still revs higher for a bit and drops very slowly. Are these transmission issues or am I looking for something else? Sorry if this has been covered I'm just trying to find an answer in 1 simple thread. Thanks in advance !

Would that be the reason also that when I shift the RPM's don't drop very fast?
