Rebuild necessary?

Tried posting this in general and no luck...

I blew out a spark plug a few weeks back, and noticed my compression was low on a few cylinders and went to get it looked at and got the below results from the shop... I want to know what you guys would do in this scenario...

"Compression results
Cyl #1 95 PSI
Cyl #2 95 PSI
Cyl #3 75 PSI
Cyl #4 135 PSI

Leak down tested #3, found 20% sealing. Leakage could be heard in crankcase, the exhaust, and mostly in cylinder #2. Removed rockers from #3 and rotated and leakage into #2 still present. Rotated engine until #2 valves were closed and leakage into #2 ceased. Engine seems to have valve sealing issues in at least #3. Due to the overall condition of the engine, we recommend a complete teardown to ensure all issues are repaired"

My plan is to pull the motor myself, send it off to be built and put the motor back in myself. With the following parts...

Crankshaft: Manley (190100)
Connecting Rods: Manley H-Beam (14022-4)
Pistons: Wiseco .020" Over (K548M855)
Bearings: ACL Main & Rod + Thrust (5M1219H-STD & 4B1185H-STD & 1T1219)
Main Studs: ARP (207-5401)
Springs: GSC Power-Division 4G63T Single Beehive Spring set
Valves: MAP 4G63 High Performance Valves (DSM / Evo)
Studs: ARP Cylinder Head Studs (Evo) 207-4203
Head Gasket: OEM Mitsubishi (MLS) Evo 8
Timing Belt: OEM Mitsubishi

Opinions?

Thanks, am I right with the full rebuild or should I address something else with the issues listed?

You're definitely in the market for a rebuild. No question about it.

Get everything done that you need to while the engine is apart. That's why my build took so long but I'm glad I did it.
