Loud Timing belt?

Loud Timing belt?

I've been posting about this for a little while now. I had my Power Steering pump changed out thinking that this weird whining noise was coming from the pump. It wasn't but the new pump is nice

I am going to take of the Cam Shield and see if that is indeed the source. It is a high pitched whine that follows RPMs. The car pulls and moves nicely but this noise is unreal.

Are Timing Belts supposed to be lubricated or something? Can the cams themselves get noisey? I'm going to see what's up when I remove the shield. Hopefully it's just the timing belt.

Any help is appreciated.
